New Executive Order Brings Significant Tariff Adjustments to Floral Imports

On the evening of July 31, President Trump signed an Executive Order introducing major changes to U.S. tariff policy. This new directive modifies existing Executive Orders issued earlier this year and imposes updated tariff rates on a range of imported goods—including those relevant to the floral industry.


These revised tariffs will take effect seven days after the signing, with collection beginning August 7th.


Countries Listed in Annex 1

The following countries will now face increased ad valorem duty rates:


  • Ecuador: 15% plus GSP duties ranging from 6.4% to 6.8%

  • Costa Rica: 15%

  • Taiwan: 20%

  • Thailand: 19%

  • United Kingdom: 10%


For imports from the European Union, the adjustment will depend on the current ad valorem duty under Column 1 of the Harmonized Tariff Schedule of the United States (HTSUS):


  • If the Column 1 Duty Rate is less than 15%, it will be raised to a total of 15%.

  • If the current rate is 15% or higher, no additional duty will be imposed.


Countries Not Included in Annex 1

Imports from countries not listed in Annex 1 will now be subject to the previously established tariff, plus an additional 10%.


For example:

  • Colombia will now face a total tariff of 20% (10% original + 10% additional).


Temporary Extension for Mexico

Mexico has been granted a 90-day extension and will not be subject to the new tariffs during that period.


Industry Impact and Next Steps

These changes are expected to increase costs for importers and could cause disruptions throughout the supply chain, particularly for the fresh cut flower market.   • Review sourcing strategies and country of origin for imports

  • Assess the potential financial impact of these tariff increases
